What you see in the picture is IRC webchat gateway. You can log on to #silent-tears IRC channel through this webchat. To log on fill the fields as seen in the picture. At Nickname field write your nick (ID). If the nick you have chosen is already used, you have to choose another one. In Chatchannel field check option Other.
